The Hengqin-Guangdong-Macao Deep Cooperation Zone, covering 106 sq km with innovative “first-line” (Macao-facing) and “second-line” (mainland-facing) customs arrangements, represents a groundbreaking experiment in “one country, two systems”. Professor Hu Weixing, Dean of Social Sciences at University of Macau, highlights its core innovation: a joint governance model of co-deliberation, co-construction, co-management, and shared benefits between Guangdong and Macao. This framework provides Macao with vital space for industrial diversification (high-tech, traditional Chinese medicine, MICE, modern finance) while testing cross-border public service integration.

As a pilot for other GBA platforms like Qianhai and Nansha, its success in reconciling dual systems could redefine regional cooperation paradigms.
