Institutional Innovation – Aligning with high-standard international trade rules through pilot reforms in Hengqin, Qianhai, Nansha, and Hetao;
Rule-Connectivity – Accelerating cross-border flows of capital, talent, and data to bridge the *”9+2 cities into one metropolis”* vision;
Hengqin-Macao Synergy – Leveraging “dual-line management” and Macao New Neighborhood projects to attract global resources while resolving governance overlaps.
For Macao’s diversification, Hu advocates bold talent policies (e.g., expanding population to 1.5–2 million via Hengqin integration) and positioning the “Macao+Hengqin” zone as a Western GBA hub for international professionals.
