In October 2020, General Secretary Xi Jinping mentioned at the celebration conference marking the 40th anniversary of the establishment of the Shenzhen Special Economic Zone that it is necessary to “make full use of the major Guangdong-Hong Kong-Macau cooperation platforms to attract more young people from Hong Kong and Macau to study, work and live in the mainland, promote extensive exchanges, comprehensive communication and in-depth integration among young people from Guangdong, Hong Kong and Macau, and strengthen their centripetal force towards the motherland.” Recent policy documents with favorable measures for the Guangdong-Macau In-depth Cooperation Zone are filled with care for Macau. The top-down top-level design has provided a high-quality policy foundation for social integration between Macau and Hengqin. However, the bottom-up integration of people’s hearts and minds cannot be achieved in the short term, and it requires continuous exploration and reflection in the details of daily life and the practice of social governance over time.
